Continuing with our ongoing concern for environmental issues, this year our theme is water, and for this we extended the invitation to all artists of humor and caricature to submit their works for the Third Chamber, which we we will try to impart to the world and show them as they deserve. For the second consecutive year, the Consultative Committee of the International Graphic Humor, announces the delivery of the highest distinction given to an artist humor in our country, and it has met to discuss and determine who the artist is take this year the statue in tribute to the great Indian writer and artist, Felipe Huaman Poma.

Last year the trophy was taken by the artist Eduardo del Río (Rius) of Mexico, who became the first foreign artist to be the distinction and is now part of his enviable collection of awards throughout her career.
